Hartmann began his comedic career as a contributing writer for Twentieth Century Fox in 1934.   By the time he wrote the story for Keep 'Em Flying (1941), more than 20 of his stories or screenplays had been produced.   He had also previously written the story for Abbott & Costello's Ride 'Em Cowboy (1941).

Hartmann became a long-time scriptwriter for comedian Bob Hope.   He later produced the hit television series My Three Sons (1962-1972) as well as created and produced Family Affair (1967-1971).
