Sullivan got his start writing scripts for the Believe it or Not! short-reels beginning in 1930.   After four of his stories were turned into movies at Fox Film and Republic Pictures, he sold Libeled Lady to MGM.

The veteran screenwriters Maurine Dallas Watkins, Howard Emmett Rogers and George Oppenheimer then polished the script.
